Sale of Ballymena Showgrounds land and multi-storey car park decisions postponed

Mid and East Antrim Borough Council has deferred a decision on the proposed sale of a multi-storey car park in Ballymena town centre.


Minutes of a discussion, which took place behind closed doors at a council meeting last month, state that a report had sought approval to market Springwell Street Multi-Storey Car Park for sale.


Councillors were advised that a sale would “represent a significant impact on capital budget”.



However, members requested further information to be provided at a future meeting before any decision is made, including an “x-ray” survey of the building’s structure, detailed figures on potential repair costs and charging models, as well as alternative options to disposal.


It was proposed by Ballymena TUV Councillor Matthew Armstrong, and seconded by Braid Sinn Féin Councillor Archie Rae, who both objected to the sale, that the council carries out an “x-ray survey” of the facility.



Braid DUP Alderman William McCaughey, seconded by his party colleague Larne Lough Alderman Paul Reid, proposed that officers examine usage levels across all floors of the multi-storey.


Interim Chief Executive Valerie Watts suggested that councillors defer a decision to allow officers to carry out a survey on the usage of levels one and two, along with providing a detailed breakdown of repair costs or potential redevelopment options.


Separately, at the same meeting, councillors were also asked—again in closed session—to approve a request from officers to seek expressions of interest for 0.61 acres of land at Ballymena Showgrounds.



Members highlighted that its potential use for additional car parking should be explored before any leasing process begins, noting that parking is “an issue at present with multiple complaints received from residents due to on-street parking on match days”.


It was proposed by Cllr Armstrong, and seconded by Ballymena Sinn Féin Councillor Breanainn Lyness, to defer a decision and request that officers bring back a report on potential car parking at the Showgrounds.
