Givan unveils TransformED Delivery Plan to drive educational reform in Northern Ireland

Northern Ireland’s Education Minister, Paul Givan, has today launched the Delivery Plan for the TransformED Strategy, marking a significant step towards reforming the region’s education system.
The TransformED Delivery Plan sets out a comprehensive blueprint for implementing the vision behind the wider TransformED Strategy, which aims to enhance educational outcomes through targeted and sustained change.
The Plan details specific actions across six key areas: teacher professional learning, curriculum reform, assessment and qualifications, school improvement, and tackling educational disadvantage.
Designed to translate strategic objectives into practical measures, the Delivery Plan outlines key delivery partners, indicative timescales and estimated costs, ensuring a structured and accountable approach to the implementation process.
Speaking at the launch, Mr Givan emphasised the transformative nature of the initiative:
“TransformED represents a break with what has gone before. I want to focus on investing in and supporting high-quality professional development for our school leaders and teachers and relentlessly improving curriculum, pedagogy and assessment.”
He continued: “Since the launch of the TransformED Strategy, work has been underway to finalise the Delivery Plan, which sets out a clear roadmap for the way ahead. The heart of education lies in the classroom, and I believe this Plan will drive real and meaningful change across our education system.”
The Plan’s publication follows months of consultation and development, and it is expected to act as a catalyst for long-term reform. It sets out ambitious targets intended to modernise Northern Ireland’s educational landscape while addressing systemic challenges such as inequality in educational access and outcomes.
Mr Givan concluded:
“Our aim is to ensure our education system is truly world-leading – one that is excellent, equitable, inclusive and responsive to the needs of all children and young people in a rapidly changing world. This ambitious reform programme has the potential to transform education in Northern Ireland for a generation.”

The Department has indicated that progress updates and further stakeholder engagement will follow in the coming months, as implementation begins across schools and education bodies throughout Northern Ireland.
