Infrastructure Minister Kimmins Launching the 12-Week Consultation on Draft Transport Strategy 2035


Infrastructure Minister Liz Kimmins has urged members of the public to help shape the future of transport in Northern Ireland as she officially launched the Draft Transport Strategy 2035.


The 12-week public consultation, which opened today and runs until 16 September 2025, invites citizens, organisations, and communities to share their views on a vision for a modern, sustainable, and inclusive transport system that will serve the needs of both urban and rural populations over the next decade and beyond.



“Transport is not just about infrastructure but about the people who rely on it daily, and that is why the public’s input to shaping the future direction of travel really matters,” Minister Kimmins said.


Strategic priorities for a modern transport future


The draft strategy outlines four key priorities to guide Northern Ireland’s transportation development:


  • Resilient and Sustainable

  • Connected and Inclusive Communities

  • Safe and Healthy

  • Supports Green Growth



Minister Kimmins explained that the draft strategy aligns with the Department for Infrastructure’s wider “Foundations for a Better Future” framework.


“The strategic priorities for the next 10 years closely align with my department’s Foundations for a Better Future in that they address the need for cleaner, greener modes of travel while putting people and inclusivity at the heart of everything we do,” she said.



A call for change


The Minister highlighted the pressing need for transformation in travel habits and infrastructure, citing low uptake of active and public transport:


“We are a society reliant on the private car where many of us use the car to travel a maximum of two miles. In contrast, almost a quarter of our population have no access to a car, only 1% of the population cycle, only 2% use public transport and 24% walk.”


These statistics underscore the importance of a shift towards a more equitable, accessible, and environmentally responsible transport system.



“The need for change is compelling, not just because of climate change and traffic congestion but also for health and well-being, road safety and equality concerns.”


Shaping the next decade of transport


Describing the strategy as “the beginning of a bold and necessary journey,” Minister Kimmins emphasised the document’s adaptability and ambition in responding to evolving technologies, environmental imperatives, and social dynamics.



“It sets out a comprehensive vision that is both actionable and adaptable; that addresses both urban and rural connectivity; creates a cleaner and greener foundation for growth; and recognises my commitment to improving regional balance.”

The consultation is now live, with submissions welcomed via the NI Direct consultation portal.


“I encourage you to share with us your thoughts and views and help shape the transport system that works for all and safeguards the environment for future generations,” Minister Kimmins added.
