Northern Ireland’s Finance Minister has warned that any new government support to help households with rising energy costs must fully include families who rely on home heating oil — a common reality across communities including Ballymena.


John O’Dowd said the UK Government must ensure any assistance announced by the Chancellor is “meaningful, timely and delivered” in a way that supports households using oil-fired central heating, not just those connected to regulated gas and electricity markets.



His intervention comes amid renewed concern about energy costs and the vulnerability of households whose heating bills are heavily influenced by global oil prices.


Pressure on households already struggling


Mr O’Dowd said many families are already facing financial strain, with heating oil prices adding to broader cost-of-living pressures.


“Many households are already under significant financial pressure and the sharp increase in heating oil costs is causing real concern, particularly for families and older people who depend on oil to heat their homes,” he said.



“I welcome the Chancellor’s acknowledgement that support is needed. However, that support must be meaningful, timely and delivered in a way which supports oil-fired central heating customers as well as other consumers.”


Northern Ireland’s reliance on heating oil


Unlike most regions of the UK, a large proportion of homes in Northern Ireland rely on heating oil rather than gas networks. That leaves many households outside protections such as the energy price cap.



Mr O’Dowd warned that any financial support package that fails to recognise this reality risks leaving thousands of households exposed.


“In the north, a very significant number of households rely on heating oil,” he said.


“Any package which fails to properly recognise that reality will leave many families exposed at a time when they can least afford it.”


Treasury clarification sought


The Finance Minister confirmed he has already contacted the Treasury to seek clarification on how any proposed support scheme would apply to households in Northern Ireland.



“I have already written to the Treasury on this matter and will be seeking further clarification on the detail of the support being proposed, including how it will apply to households here,” he said.


He added that households dependent on oil heating are particularly vulnerable because they are not protected from sudden spikes in international oil prices.


“It is important that any intervention reflects the particular circumstances of those who are not protected by the energy price cap and who are especially vulnerable to sudden spikes in global oil prices.”



Call for fair and accessible support


Mr O’Dowd said households need certainty that any support will genuinely help people manage energy costs.


“People need certainty that support will be fair, accessible and sufficient to make a real difference,” he said.


He added that he will continue pressing for measures that recognise Northern Ireland’s heavy reliance on heating oil and shield households from further cost-of-living pressures.
