Electricity discount for NI households set to rise above £50 — but payment moves to October

Households across Northern Ireland are expected to receive more than £50 off their electricity bills this autumn, under plans to combine two cost-of-living measures into a single discount.

Economy Minister Dr Caoimhe Archibald has confirmed her department is working to finalise an agreement with the Treasury that would increase the support from the approximately £30 previously announced under the NIRO Domestic Electricity Discount Scheme.

However, the original discount had been due to reach households in September. Under the new proposal, the larger combined reduction would instead be applied from October, subject to Treasury approval.

Why the payment is changing

The move follows the announcement of a 0% VAT rate on domestic electricity bills for six months from 1 October.

The Economy Department wants the funding associated with that VAT reduction to be added to the existing Northern Ireland electricity discount rather than delivered separately.

If Treasury provides the expected funding, the combined support is anticipated to be worth more than £50 to each household.

The precise amount has not yet been confirmed.

Because details of the VAT-related funding remain outstanding from Treasury, the Department is now proposing to move the existing September discount into October and deliver the two measures together.

Minister says households should receive full benefit

Dr Archibald said it was important that households in Northern Ireland received the full value of the available cost-of-living support.

She said:

“It is imperative that households here can benefit fully from cost of living supports. This follows the recent announcement for a 0% VAT rate on domestic electricity bills for 6 months from 1 October. My officials have been working with counterparts in the British government to deliver this discount.

“Subject to the Treasury approval, the Department now intends to deliver a single combined payment to all households which will increase the cost-of-living support to over £50. It is anticipated this full amount will be paid from October.”

What households need to know

For households expecting the approximately £30 electricity discount in September, the key change is therefore one of both timing and value.

The Department’s proposal means the September discount would no longer be applied separately. Instead, households would wait until October for a single larger discount of more than £50.

The increased amount is not yet guaranteed, however. It remains dependent on Treasury approval and confirmation of the funding associated with the VAT reduction.

If that agreement is secured, households across Northern Ireland can expect the combined electricity discount to begin being applied from October.
