Child sexual assault case prompts call from MLA for reform of bail decisions in NI

North Antrim MLA Jon Burrows has called for an urgent review of PSNI bail procedures after a man charged with sexually assaulting a 12-year-old girl was initially released to an address close to a school and play-park in Broughshane.
Mr Burrows, a retired senior PSNI officer, said the property was “wholly unsuitable” given its close proximity to Broughshane Primary School, a children’s play area, and a popular riverwalk.
The man, who faced public protests outside the address, has since been remanded in custody.
Mr Burrows confirmed he had written to the Head of the PSNI’s Public Protection Branch after establishing in correspondence with the Public Prosecution Service that police had considered the address acceptable for bail – a decision he said he “strongly disagreed” with.
“When anyone is charged with serious crimes, especially of this nature, it is essential that any proposed bail address is thoroughly researched to ensure it is suitable. A basic review of an online mapping tool revealed how close the bail address was to several children’s amenities,” Mr Burrows said.
He added:
“I pledged to do all I can to protect communities in North Antrim and I will do just that. Public protection must take primacy at all times. Councillor Alan Barr promptly alerted to me to this situation and has supported people on the ground.”
While acknowledging that community concerns must be expressed lawfully and in line with due process, the MLA insisted lessons must be learned to prevent similar cases in future.
He stressed that if a defendant does not have a suitable bail address, “they must be remanded in custody”.
